Who monitors traffic camera and surveillance cameras in subways and city buses?

I know some of you may jump on me for my concerns relating to privacy and goverment surveillance cameras on street poles and in city buses. I was wondering who monitors these cameras and are these cameras recording the activities of people.
I don’t have a problem with highway cameras because it’s not really a problem. One car is the same as the next. But when I’m on a city bus I think I have a right to know who’s watching us.
