Is my camera DVR constantly using data if I have it plugged into a router?

Is my camera DVR constantly using data if I have it plugged into a router? I set up CCTV security surveillance camera’s all around my home. Once in a while I may access the images from my smart phone or computer but not constantly. Since ISP’s are limiting data usage these days I thought I would ask the question.
I do have it plugged into the router constantly. Is it uploading video even if I am not viewing it on my phone?

If you have IP security camera with your DVR and plugged into a router then it would constantly using data with your smart phone, computer because IP security camera specially used for this.

    The only time it is going to use any data is when you are accessing it from outside your home, over the internet, on either your cell or a computer.

    When you check it at home, from your network, it will not use any of your data limit.
