Is it legal in New York state to have a video surveillance camera pointed in my backyard?

My backyard neighbor started by putting a flood light up that "flooded" my entire backyard and into my windows that face their house. That has gotten really annoying. Since then she’s clearly mounted a surveillance video camera outside of her third story window. I’m assuming, as it’s very high up, that it can clearly see into my backyard and possibly some of the windows of my house. My question is, is it legal for her to do this?

Yes. If she can see it from her yard, she can film it. You have no right to privacy if you can be seen from another property.

Her light MIGHT violate city lighting laws.

Um, she sounds paranoid and utterly creepy. Considering it points into some of your windows (theoretically) then it quite possibly is illegal. Violation of Privacy and such?

I am a retired police officer. I retired as a sergeant, after 29 years, from a very large department, about 12,000 officers. I was a patrol officer for 4 years in a very diverse area. I was a tactical officer in the high rise project areas of my city. We called it vertical patrol in that we walked the the stairways of the high rises most of the time. I did that for 5 years and was promoted by test to detective. I worked violent crime (homicide, sex, officer involved shootings, robbery, kidnapping, serious non property incidents) for 11 years until I was promoted to sergeant. I worked as a street supervisor, a bicycle patrol supervisor and a desk sergeant/watch commander.
During my time as a tactical officer and a detective I was a unit representative for the police union.
I have a B.A in English and an M.S. in Law Enforcement Administration…

    Something like this http://www.gotchasprayer.com/GotchaSprayerPro.htm
plus a can of spray on varnish and a long enough pole can ensure that the surveillance camera gets nice clear crisp images (wink wink nudge nudge).
