The owner of a department store wished to se surveillance cameras in the store as a way of monitoring staff and their work performance.

is the owner of the store allowed to do this.

No it’s not illegal here in the state of Nevada.
My husband has them where he is employed.

    But he must let the staff know and agree to this.

    Yes, it is legal for the store/building owner to do so, as it is his own private property and is letting you/employing you to work there.

    Unreasonable search and seizure applies to you and your private property, not to you while your on someone elses private property. If you do not want to be searched or seized at all, do not enter the private property if you were warned beforehand.

    in the US it’s legal. at least i know for sure in california. the reason is that it does nothing more unjust than a manager/supervisor would do if he were physically present performing the act that the camera is.

    Yes, he’s allowed to do so, as long as the cameras are not in the restrooms/locker rooms or fitting rooms, if that applies.

    No, it does not contravene the charter of rights. It is a private store, it has the right to maintain whatever security or surveillance they want. There is no expectation of privacy in the workplace.
