I’m setting up a surveillance camera on my laptop, does it have to be left on standby to work?

I’m trying to set up a surveillance camera to my laptop and I was trying to find out if it needs to be left on standby mode, can I just close my laptop and it will record.

Nope. Standby mode, by definition, stops a lot of your system components from working – and one of the first things powered down are external devices connected via USB.

It depends on your system, but you may have a "lower" suspend state that leaves USB turned on – check your user manuals for your PC about suspend modes.

Odds are though, you’ll just have to leave the system full on in order to do what you want.
