Who monitors traffic camera and surveillance cameras in subways and city buses?

I know some of you may jump on me for my concerns relating to privacy and goverment surveillance cameras on street poles and in city buses. I was wondering who monitors these cameras and are these cameras recording the activities of people.

Solar Powered Surveillance Camera Which Works in Alaskan Cold?
